The Consortium of Shadows is a criminal organization based out of Deep Harbor in Suldura. The Consortium is primarily involved in smuggling but also deals heavily in the slave trade. It is led by three leaders known as the Triarchs: Hugh Mason, Violetta Avery, and Weston du Plumet.

In Deep Harbor, the Consortium operates criminal networks throughout the city and runs a protection racket, charging business owners like Jory Greenbottle a "tax" in exchange for the Consortium's protection. The city has come to lean more heavily on the Consortium after the Corlester forces were decimated in the Siege of Westmarch.

The Consortium is also tied to Barovia and to Strahd von Zarovich. Members of the Consortium use rings bearing the von Zarovich family crest to travel back and forth between Barovia and the ordinary world.
